The more I think about this its pure pie in the sky Bernie.

To my understanding , around here at least, the land is privately held. The power company has a surface use agreement to erect their structures. Cell towers the same. The land is not just there for the taking.

So now you want the gov't to teach people to garden? I think they have more pressing matters to attend to. I think anyone who has an interest in growing their own veggies is doing it.

My wife and I have been driving around this area for 45 years now. Admiring rural gardens and yards. One can see when a place changes hands and how some of these lovely yards and gardens go to shit. Fewer people have an interest in horticulture on a meaningful scale imo. Its a lot of work and tending and cuts into recreation time as most don't consider it recreation.
