That's a bare minimum... what was the intent of stealing these classified documents? Selling secrets to Putin? Blackmail as a "get out of jail" card (i.e. go after me and I'll release these to the world)? Burying incriminating evidence on: Jan 6? UkraineGate? Illegal quid pro quo deals with Putin? Etc. etc.. There's got to be something more nefarious behind this.
