Disagree about NATO expansionism. Putin clearly saw that as a threat.
PooTin has only himself to blame for NATO expansionism.

NATO was clearly on the decline, as member nations were becoming lax in their commitments to defense spending. Let's not forget that they were fat and happy buying up RuZZian energy.

NATO was also clearly reluctant to let Ukraine into the alliance. From the NYTimes:

The bottom line was that NATO was super-scared about inciting RuZZia.

PooTin clearly never saw NATO as a threat. All he saw was weakness on the part of NATO. He saw that as an opportunity to take advantage of, only to meet unexpectedly fierce resistance from the Jewish comedian.

That's why I laugh at those who claim that Brandon strengthened NATO against PooTin, because Brandon was part of the reason why NATO was weak in the first place. (Trump too, but he's been out of office for a while now.)
