No he didn't. He was trying to pussyfoot around that issue, like he always does when things get tough.
Yeah, that is actively trying to expand NATO to Russia's border.
So what? RuZZia already proved to be a bad actor even before PooTin's war of choice.

Before that, NATO was smaller and diminished. They weren't spending that much on defense. They became soft and complacent as they became reliant on RuZZian energy.

Thanks to PooTin, NATO is indeed expanding. They're militarizing more, including Germany, the former home of nAzIs. The border between NATO and RuZZia is going to double.

None of that would have happened without PooTin's stupid ass war of choice.

Those are the facts, and they are undeniable.
