That is a leak.

No, it isn't. A leak is something released by someone with no business releasing it. It's covert, sneaky, surreptitious. The media don't release the name of the leaker. It's defamatory to call someone a leaker.

When the FBI puts some information in a court document, particularly when responding to a court action, that is in no way a leak. When the party intentionally providing the information has the authority to do so, it cannot be said to be a leak.

You're falsely using leak as a smear. In doing so, you're ginning up opposition.

I can't presume to know the FBI's purpose in including the subject image. My first reaction was that, in the text, the mention of the seriousness of the documents is one sentence, which could easily be overlooked or underestimated or disbelieved. The picture of the evidence would serve to overcome any anticipated tendency to minimize or disbelieve on the court's part.
