No, steel companies are not state owned in Europe generally. During the 70‘s and 80‘s, steel companies were consolidated in France and the UK under state ownership, but they were privatized in the 90‘s as far as I remember.
I wonder if in Europe, blast furnaces which mostly run on met coal may be cheaper to operate than Minimills relying on electrical power or NG. That would turn a decade long trend away from blast furnace around.
