AFAIK, everything that was told to them was the truth. They knew where they were going, and they were told that where they were going was a "sanctuary city."

The only lie was a lie of omission. The refugees didn't realize that the title of "sanctuary city" was complete bullshit. They never knew that these "sanctuary cities" weren't prepared to live up to their rhetoric.

But who's fault is that, really?

Ultimately this is on Brandon. Actually Brenda since she's supposedly in charge of the border crisis.
