Russel, I have read that elsewhere that many companies do not complete the announced buy backs. In my opinion the current buy backs are little more than a paper wealth preservation scheme for executive stock options. Announce some bad news but stem the decline by saying hey we're going to buy back shares even if we have to borrow money to do so. In addition, companies can time the buy backs for bad days to create an illusion of strength. Remember the old days when companies invested in plant and equipment to generate future growth ? Mike
