No, the roads in PEI were very nicely paved unless you really made an effort to got off the beaten track. One other bonus was that the trip was in June, before tourist season proper, so we could use the provincial campsites for free, albeit without services like 'free' firewood you get when the season opens and you pay for the sites.

The 'both cars stopping' anecdote was meant to convey the friendliness of the people rather than any shortcomings in infrastructure.
