Make up your mind. Either Brandon ordered the sabotage just like he hinted, or the "rogue CIA" did it all on their own without Brandon's knowledge.

Either way, I would consider it a rather clever move. Remove a key point of RuZZian leverage from the equation. Europe shouldn't even be buying RuZZian gas in the first place, if they want to support Ukraine.

That's a LOT more boldness and guile than I would ever give the Brandon administration credit for.
