I think part of the international blundering by the US can be traced back to having people with very little executive experience and little international relations experience in the big chairs.

Back when James Baker was president from 1981-1993, things in foreign policy were kept on a pretty even keel, with the exception of Gulf War I and the events that led to it.

I also think the politicalization of the State Department under President Cheney is something we are still dealing with two decades later.

Also, the CIA has been nearly a total disaster since it was formed by following the British colonial spy model.
