Refilling the SPR isn't going to cause oil prices to rise anymore than draining it caused oil prices to fall.

Brumar already made that assumption when he praised Brandon for releasing those reserves to China.

Cause you know, 180M barrels over six months is going to make a difference in a global market that produces 90M barrels a day, LOL ...
