I basically disagree with your thesis regarding executive experience. The fall of the Soviet Union allowed the lunatics who believe we now live in the "end of history" to grab the big chairs from more sane leaders.

The fall of the Soviet Union meant that capitalism is unchallenged as an ideology, so the powerful have taken the situation as a green light for aggressive behavior all over the world. We will dictate to you (ROW). TINA

We are clearly the world's bully, and it won't change until we are crushed in a global uprising. That's my most dystopian view, and this pains me greatly.
