Iraq's willingness to open talks may not mean much. Iraq may just be showing their sympathizers that they are trying hard from their side so that the sympathy with them continues. I also believe that they are a bunch of courage-challenged folks (did I get that politically right? ;-)) and this action could be interpreted as them getting scared from the tough talk going around, but I seriously doubt it at this stage.
Looks more like a ploy for garnering support.
