The constitution says nothing about public vote counts.

I believe it actually does. Read up on hanging chads, etc.

Regardless, this country has become completely F'd up since allowing direct elections of senators. The country was meant to have strong states and a weak federal government yet we now live with the exact opposite. I'm tired of the public demanding the feds to deal with local issues.
