There were Soviet missiles in Cuba for decades and the US did nothing about them. Their was a blockade when their were Soviet nuclear missiles being placed in Cuba, and on top of that when that represented a massive increase in the nuclear threat because the Soviets had a very small number of ICBMs at the time.
