New Zealand is just insisting the US respect their sovereignty. That means no foreigners can be on their soil (or territorial waters), do whatever they want to, ignore local laws, and not even tell the locals what they are doing. Over and over, the US gets into trouble, by ignoring local laws, customs, concerns, in places where our soldiers and warships are. This arrogance is exactly what turned the Afghan and Iraqi people against us.
