As with many things, a bifurcated approach would likely have been more successful -- where those who were at greater risk than younger people.
Easy to say now.

There's a reason why COVID-19 was sometimes called the "novel coronavirus." It's because it's new and the human race hadn't had time to adapt to it. (And vice-versa; the coronavirus hadn't had time to adapt to its new human hosts.)

Most countries chose to play it safe and lockdown their populations hoping that they can deal with the economic impact.

Sweden went the other way and decided that lockdowns weren't necessary and that their citizens can be trusted to control the spread on their own terms.

There really was no middle ground because no one knew what the "middle ground" should have looked like. Even with the early indicators that the virus affected the elderly more than youngsters, people weren't ready to gamble the lives of their children based on such miniscule data.
