I don’t think so either because NATO denied membership for Ukraine, so Russia is not yet at war with NATO, only with Ukraine. They won’t nuke Ukraine, no need, and it will cause a wave of outrage inside Russia unless Ukraine nukes first. A possibility (dirt bomb or worse). They knew the tech at one point, and Zelensky appeared prepared to use it.
