Wharfie, HSR is mass transit at the state level, and would tie in to many regional mass transit hubs, like your very own VTA light rail system, which I think you must have voted against if it was on the ballot. The VTA light rail system here is a joke.
BART is a little better, but these days too many crazies ride on those trains, throw trash all over the place, and generally harass passengers. BART officers hardly do anything to kick them off, because you know, "social justice."
I still remember my last trip to Japan, which included a side trip to Kyoto. Tokyo, of course, is complete covered by mass transit (though their system is unnecessarily complex), which you would expect from a very densely-populated city.
However, Kyoto is more or less a rural city. Yet that city has much better mass transit than the San Francisco Bay Area.
For a region that prides itself on being oh-so-progressive, having piss-poor mass transit options is an embarrassment.
