Bullard's comment is the kind of positive that could turn the market around once the panic dies down. It is not super bullish in actuality, but if the terminal rate is not going to change and the stocks have already priced it in, then why the sell off.

Now ultimately SPX is likely to land in 3000 - 3200 range over the next 2 - 6 months, but that is then not now.
