You’re right - it should be articulated. But, likely, what happened is that it is the opinion of some influential person[s] that we need to slow down China. If so, the questions are 1) is it going to work?, or 2) may it lead to opposite results? And, most importantly - what good does it do for us? Will we be able to use the opportunity to jump ahead of our potential adversary in important ways? Or, are we going to waste time and money, and stay busy with pronouns and sensitivity training?

If we will NOT use effectively the time it will take them to develop replacement technologies - then, what’s the point? Also, since the revenues of our semiconductor companies will decrease, the only way they’d be able to move faster than China is if the government helps them. This means more power to Uncle Sam.
