When I get deeper into the process, we will understand how the Intelligence Branch has intentionally used the creation of the DNI position (established post 9/11/01) as a method to avoid oversight, not enhance it. Keeping an oblivious doofus like James Clapper in position held strategic value
Yep… for as long as they inform the NSA and the ODNI, they’re in the clear. To make sure that the president and Congressional leadership are in the loop… is simply no longer their business.

Looks like we have in existence a system when many key decisions are made by autonomous security / intelligence authorities. “Experts” and “professionals” always wanted to play a greater part in the governance of the country.
