I think strategically, Ukraine is 100 times more important to Russia. Baltic states are tiny - Russia has small-ish borders with Latvia and Estonia. The border with Ukraine was - as I recall - to the tune of 1300 miles land plus 200 miles Black Sea. And, Eastern Ukraine reaches all the way East - further East than Moscow. Besides, apparently, until now Russia was too weak to take any real stand. Almost surprising they had the balls in 2008, to push back in Georgia - and to take over Crimea in 2014. But, the West / NATO remained undeterred. Now, it’s a very critical / dangerous showdown. That was my argument against Pelosi visit to Taiwan. The result is that China will make sure they’ll never again be treated as if they mean nothing.
