Several months ago I wrote that I would be posting less frequently because real life was infringing upon me. During Covid, I became very isolated, with little human contact except the Internet, and watching hundreds of hours of TV and two thousand hours of a new Sci Fi RPG, “Outriders”. I finally developed the skills and Magic abilities of my Avatar to reach the highest level and defeat the damned sneaky and powerful AI-controlled NPC’s (artificial intelligence controlled non player characters). Here is a screen shot of my Avatar. He is wearing Magical Armor and Helmet and Boots and Gloves, and has a Magical Weapon which can shoot Magical Rockets and throw Magical Grenades which do several hundred thousand points of damage to the damned Elite RPC’s, killing even the most powerful with several Magical Grenades and



Torrential Downpour Legendary Anomaly Power Build Solo Tier 15 Quest Completions

Several months ago I posted my Torrential Downpour Demolisher Anomaly Power Build. This was based on the Technomancer Demolisher Class Tree limb and the Rocket Launcher and Scrapnel Grenades. It was necessary for me to use the Fortress mod (which raised all damage by 43%) found on the Death Shield weapon to complete the Archways of Enoch Tier 15 quest solo in Gold time. However, I was only able to compete the Coliseum quest Tier 15 solo in Silver time (best time was 13 minutes with Gold time at 12 minutes).

In November of 2021, People Can Fly updated Outriders extensively. The Fortress mod was nerfed to make it all but unusable. But the Quartermaster mod, used to replenish my Rocket Launcher, had its cooldown time drastically reduced so that it’s now possible to keep the Rocket launcher powered up always with constant replenishment of rockets, giving me a virtually unending supply of rockets.

In addition, the seven Anomaly Fueled Class Tree nodes were increased to a 10% Anomaly Power boost each instead of a 6% boost each. Thus my Anomaly powered weapons did almost as much damage as before with the Fortress mod.

Lastly, they got rid of the Gold, Silver and Bronze completion times and just have one completion category with no time limit - you now get loot rewards for completing the quest regardless of how much time it takes. This allows for a slower, more deliberate attack on some of the Tier 15 quests, which are still quite challenging as a solo player (People Can Fly puts a warning statement that Tier 15 is meant for Groups.)

For example, in the first and second arenas of the Timeless Spire quest, I can use cover to slowly creep up to the strongholds, systematically killing off the enemies from a distance. This is time-consuming but effective. Similarly, in the Stargrave quest, in the first and second arenas I’m able to use cover to slowly creep up on the strongholds. It is only the damned Screechers birds that get me.

Unfortunately, shortly thereafter my gaming laptop had to go to the shop for repairs and it wasn’t until three weeks ago that I was able to begin really studying the new Outriders capabilities.

The major change to my build was the addition of the Cranium of the Lost Creature Legendary headgear, which includes the Power Assimilation mod, which increases your Anomaly Power by 11KK for each Elite on the Battlefield. It is when there are many Elites on the battlefield that extra Anomaly Powers is needed! The amount of Anomaly Power you have determines the damage that your Anomaly Powered weapons dish out.

Also I discarded my Fortress mod based weapon and replaced it with the Heir to the Desert Assault Rifle, which comes with the Sandstorm mod, which does 330K in damage over three seconds. Then I added to this weapon the Shadow Comet mod, which does 230K in damage and has a very fast cooldown time. Although I mainly try to keep up the Rocket Launcher at all times, the Heir to he Desert Assault Rifle is useful if I accidentally or purposefully let the rocket launcher go down.

With this revised Torrential downpour Legendary build I’m able to complete the following Tier 15 quests solo:

* Archways of Enoch;
* Coliseum;
* Timeworn Spire;
* Heart of the Wild.

I was able to complete the Stargrave quest solo at Tier 15 once but in general either:

* the Elites and Ninjas gang up on me, or;

* the damned Screechers birds get me;

Similarly, I am unable to complete the Stargrave Tier 15 solo quest for the same reasons. I am also unable to complete the Marshland Caverns Tier 15 quest solo and the Scorched Earth Tier 15 quest solo because the damned Screechers birds always get me. I am unable to complete the Mountain Outpost quest and the Frontline quest since the Elites and Ninjas always gang up on me. I have not yet tried the new bonus quests yet.

This build is very “Tanky”. My Torrential Downpour Upper Armor has the Fortify mod which increases my Armor from 55K to 252K when the Rocket Launcher is activated. Further, the Class Tree node Techbond I increases my Armor by 50% for ten seconds to 363K upon tossing a Scrapnel grenade. Another Class Tree node, Anomalous Health, increases my maximum health by 10%.

And then a set of Class Tree nodes increases my Skill Leech, which replenishes my health when using Anomaly weapons or my Melee skill. The Ordinance Class Tree node increases Skill Leech by 15% for seven seconds, and the Vitality Magnet Class Tree node raises my Skill Leech by 6%.

The Team Player Class Tree node reduces Elite’s damage to me by 10%. Lastly, two A.N.E.T..A. Plates Class Tree nodes add 20% to my resistance, and my Torrential Downpour Leg Armor has the Circle of Power mod, which increases my resistance by 15% for each of my first three Scrapnel grenades, bringing my total resistance to 85%. This resists negative Anomaly mods cast by enemies.

I am very difficult to kill, with extremely high Armor and moderately high Resistance, replenishing my health with Skill Leech as I use my Rocket Launcher and Scrapnel grenades, and even using my Melee “Freeze” skill, and fully replenishing my health when I use the Fixing Wave skill, which also activates the Quartermaster mod replenishing my Rockets. The only thing I’d like is a higher Maximum Health statistic.

I have three skills:

1. Rocket Launcher - I also added the Demolition Man mod to the Cranium of the List Creature headgear, which deals 210K more Rocket damage. There nap Gauntlets of the Cannonball has the mod Bang for your Buck, which doubles the number of Rockets from four to eight. With Anomaly Power boost each rocket deals 450K to the enemies.

2. Scrapnel Grenades - The base damage from a grenade is 245K, and the More Damage mod from the Torrential Downpour Leg Armor increases the damage by 120K. I have three pieces of Torrential Downpour Legendary Armor equipped so You get a bonus: each grenade also triggers Cluster Bombs which generate an additional 105K in damage, making the total grenade damage to over 450K. A full Grenade inventory of four and a full Rocket inventory of eight deals over five million in damage. Two full loads is enough for even the most stubborn Elites.

3. Fixing Wave - This skill is very important to survivability, replenishing health to maximum. The Torrential Downpour Footgear has the mod Quartermaster, which replenishes the Rocket count to eight, with a very quick cooldown time, giving me a unlimited number of rockets.

There are Class Tree nodes to lower the cooldown times for these three skills:

* Gadget reduces Fixing Wave cooldown by 15% (Fixing Wave is a gadget);

* There are two Ordinance Technician Class Tree nodes, which each lower Rocket Launcher and Scrapnel Grenade cooldowns by 15%.

An additional Class Tree node is Wipe Out - enemies below 30% health receive 20% more damage; Ladtly, the Gauntlets of the Cannonball has the Captain Hunter mod, which increases damage done to Elites by 25%. Unless I’m ganged up on by a bunch of Elites and Ninjas, or unless I go up against a couple of the damned Screechers birds, I’m almost impossible to kill and I can do a ton of damage, even bringing down powerful Elites in short order.

To illustrate the power of my Torrential Downpour Anomaly build, here is a screen capture of me completing the Tier 15 Timeworn Spire expedition solo. It is a half hour long (since I take my time and methodically kill the enemies from a distance in the first two arenas, populated by people. The Elites are particularly tough but tossing grenades and firing rockets from a distance works pretty well although it is a bit slow. I’m glad People Can Fly got rid of the timed expeditions, as I could only get Gold on the Archways of Enoch expedition: I couldn’t complete the other expeditions fast enough to get above Silver. The next two arenas are populated by creatures so I just jump in and fight them hand to hand.)
