Coincidentally, Charley Kirk played a clip from that interview on his show just now,

Apparently the law, signed by Reagan, sets up an arbitration process you can go through if you can prove your child was injured by a vaccine. And it's paid out billions over the years. But it comes out of taxpayer dollars, not big Pharma.
