It may be that people are splitting the ticket. Maybe voting more Democrat in some cases but not in others. Like here in Georgia, Kemp is leading in the polls while Walker is behind in the polls. Kemp may be helping Walker to a degree but it would seem that there are still some that don't want Walker.

Also, the House is a different beast than the Senate. With gerrymandering, I remembering seeing some estimates in the past that the Democrats would need to beat Republicans by at least 5% of the popular vote in order to keep control of the House.
