He's very flexible with his tune. Changes it as the situation demands.

In his first 2 terms he was very outgoing, internationally, because he wanted to be the U.N. Secretary General and got very cozy with foreign governments. No likely he will pursue that again.

Three factors will affect and make his term very different from the previous ones:
1) His 2 first terms were before social media took off in Brazil (2002- 2010). This term is a different story because he has Social Media scrutinizing him.

2) Everybody, both in Brazil and abroad, now know what is capable of, which is another reason that he is going to be kept under the microscope.

3) He was so popular -around mid of his first term- that scandals would not reach him. Today he can't step out of the line.
