so it shall eventually be determined by realities as opposed to narratives at many levels from all angles, ala whether Africa and EU subsidiaries should say "no" or not

regimes must solve problems

else they are changed

let's watch how the game is played and plays out amongst EU (amalgamation of sovereignty, in broad strokes), USA (bases, essentially), Russia (anti-bases, pretty much), and China (business, more or less) in the Balkans and southern Europe

... and how the gamings go in Africa and Middle East, full spectrum, from resources to markets, and everything else in between
