Mental institutions? Where are they? And where is the will to round up these homeless people and place them into the institutions? We have a budget surplus, don't we?
Prison? You can't even arrest them for shoplifting, thanks to Prop 47. And thanks to people you support (even if you say you don't support them), they never get prosecuted and they never get enough jail time.
Public housing? Like I said, they don't want to move there. It usually entails some level of personal responsibility that, quite frankly, they don't want to take.
Sure, let's help those who want to help themselves.
