He came in legally on March 28, but he overstayed his visa.

How often did ICE check on his immigration status or try to get him deported?

How often did his employers (whoever they were) check on his legal right to work in the United States?

Lots of blame to go around here. It's not just a "yOu gUyS lEt tHaT nUtCaSe iN" situation.
