Homelessness is not just a US problem we have it too, most have mental issues and drug problems. I do not know what the answer is
You have to enforce the law. That's the top priority.

Homeless advocates always ask, "But but where will they go?"

If someone was trespassing on your property, and you tried to kick that person out, would you hesitate if that person responded, "But where would I go?"

That really isn't your problem, and it shouldn't be the problem of the authorities either.

Yet the handwringing left thinks otherwise.
