The solution is simple.

For the safety of the citizens as well as the safety of the homeless

We should build homeless shelters, to house the homeless.

These shelters should not be very comfortable. Only the bare necessities.

Each person should be evaluated and placed in an appropriate facility.

No one gets released until they show over a period of time that they can live & work like a civilized person.

Their citizenship should be suspended during their period of incarceration.

By doing this, we provide for the safety of the community, we identify the root causes of homelessness.

There will probably be a small percent that will turn their life around and become productive citizens.

There will probably be another small percent that have disabilities that will prevent them from being a productive person and they will have to be taken care of the rest of their life, these people should be treated with dignity and given a comfortable place to live with their disability.

The majority will probably be the lazy no good for nothing freeloader. These people should only get the bare necessities (one step above prison) and made to maintain their facilities. A lot of these people will likely be transferred to prison.
