He sent it to Sununu, Murkowski, Rubio, and others that always polled well. I remember when McConnell's SuperPAC pulled out from Arizona when the first set of polls that came out after the primary showed Mark Kelly dominating him. Masters then decided to hook up with Lake to keep his campaign viable.

Meanwhile Karl Rove, who also has a gigantic SuperPAC did stuff like this.
