Cases against public officials committing crimes is protected by new laws created by the Supreme Court. It's not in the Constitution or in our laws so they made it up. I didn't have to read the article. It's called "official immunity or qualified immunity." The article is irrelevant. It's nearly impossible to find a cop guilty even when there's video of him murdering someone (while on the job).
