Maybe, maybe not, it depends on whether it can be traced.

Consider the Russian pipeline explosion, no firm responsible party, just speculation.

A similar event could happen with an EMP.

I suspect underwater drones are being supplied as well to threaten the Russian Navy. There are a lot more weapons systems sitting on the sidelines.

It gets worse from here I predict. As Russian war lovers in the Kremlin appear to enjoy killing civilians in Ukraine. Innocent people that have literally done nothing to Russia accept exist. They are being murdered daily. If I were a Ukrainian living under the tyranny of Russian missiles, anything to stop it would be considered fair-game.

Up to this point, I think Ukrainian leadership has been restrained in not resorting to terrorist actions. I don’t think that will continue indefinitely, under the onslaught of Russia wantonly killing civilians as a battlefield strategy to win the war.
