In 1990 was there any reason to believe it would work? We did not merely assist a poor country, we opened the bank vault to the robber. Is there another instance in our history of so actively assisting an autocratic communist country to compete with us, on such slim notions as "maybe this will work?"

It was foolhardy, and I've been saying so for 30 years.
