Does ISP heavy traffic govern access speed?

Yes, to an extent, but the bottlenecks are rarely heavy traffic. Probably today there was some problem with dropped packets on a backbone.

I say that not because of any technical knowledge I have about the Internet, but because that's usually the proffered explanation from my ISP on extremely slow days.
