Article IV, Section 4 of the Constitution states, “The United States shall guarantee to every State in this Union a Republican Form of Government.”

Our constitution is not a "grantor" of rights; it is a "protector" of rights.

It is a fundamentally different concept. We really shouldn't allow that fact to be forgotten.
