I think you are putting forth that right wing bullshit idea about what state's rights are. An argument the racists and bigot have been putting forth for years along with their dramatic utterances of this being a Republic and not a democracy.

The government has the right to make outlawing racism and sexism and homophobia the law of the land and the state's cannot say shit about it!

And you do not have to find a controlling law, all you need is for the congress to vote for it!

Do you live in a cave? Do you have running water and an indoor toilet?

The federal government takes priority over the states.

And the supreme court has upheld that.
Perhaps you want to do some more reading. I assume you're referring to the The Supremacy Clause; if so, you're misunderstanding its applicability.

The important point here is that you have a find a controlling law at the federal level for it to apply to for the Supremacy Clause to apply.

I'd recommend a good reading of The Supremacy Clause and some good explanations of it; else, perhaps someone else will help out with it.
