Good point. But I think, from the Russian point of view, the patterns were clear for a very long time. The Western signatories - as well as Ukraine - ignored the Minsk accords. Ukraine's war against her Eastern provinces never stopped - no one was in a hurry to give them any kind of “autonomy”. NATO kept training and arming Ukraine’s armed forces. NATO was participating in building powerful fortifications on the border between Ukraine and the Donetsk / Lugansk regions. The fringe paramilitary organizations like the Azov regiment were incorporated into the AFU - and were becoming increasingly influential since the Maidan.

If anyone had any doubts, videos - like the one with John McCain and Lindsey whatshisname - would clear things up. They were promising Ukraine all kinds of help - and weapons - and kept assuring them that the West would be behind them, and that they would emerge victorious out of their struggle.

So, there was plenty enough to convince any doubters that paid attention which way events were moving. So, the war could probably be called preemptive - but, based on an abundance of evidence.
