All those 4,400 page bills are a way of forcing members of Congress to stop thinking - and to follow the “leaders”. Meaning, Chuck and Mitch. And a few other people at the top of the pecking order.

So, Ukraine funding is safely tucked away in a national (meaning, USA) defense bill.

In the meantime, Putin is voicing doubts about Russia’s “never first strike” nuclear doctrine.

It was to be expected. Such doctrines can survive only for as long as there are no realistic threats.
