I don't think the Russians view any agreement with the west as worth the paper it's printed on at this point. And justly so. Considering what Macgregor and Ritter have expressed about the feelings of the Russian people, I don't think Putin could release foreign POW's any way. I would expect the POW's to spend a number of years in a Gulag or rebuilding the Donbas.
