McConnell would be fine with that. The GOP would rather be backbenchers than actually govern.

Congress is so dysfunctional it is practically as useless as Tiberius' Senate. They go through the motions, but just want to enjoy their privileges and loot-taking while the Executive does the governing and rule-making.
