I've always seen it this way. If you have a full glass of water and intend on drinking it all, but stop halfway, it's half empty. Your intent is to empty it and you're confident you will achieve the goal.

If it's empty and you're refilling it but stop half way, it's half full because your intent is to fill it.

Both times you're an optimist.
