Same as we put limitations on so many other things. You need to pass pass certain psychological tests and demonstrate competency before you are trusted to captain a jet bomber or wield a scalpel on someone's heart. Doctors and lawyers have to abide by strict rules of conduct and there are ethics review boards that oversee their conduct. Maybe something similar should be done for big religion leadership. Your local church or mosque would need less stringent standards, but as you go up the chain and yield more power, you need to demonstrate better psychological balance and competence.

In short, we have licenses and standards for plumber and electricians so that people can trust they know what they are doing and that they won't wreck the house. Organized religion can be more destructive. So I see no reason why it should have no standards and be taken at its word that they are moral and people should do as they preach.

Side note - in the US the issue of religious organization is completely absurd. John Oliver did a series on that and demonstrated it by creating his own charitable church that operates off of his business floor (making parts of his business tax refundable) while adhering to the most ridiculous set of beliefs (he set it up that way on purpose to make his point).
