In the US, a pastor can have 1/3 of their salary declared as a "housing allowance", exempt from taxes. It just has to be an official policy of the church.

I believe the policy evolved from the days when some churches used to have a residence for the pastor adjacent to the church. I think in the 60's and 70's with the flight to suburbia, the tax law was changed so pastors could still get this tax perk while not living in a church-provided residence.
