It was a half-hearted port. The original Mac was written for the Moto 680x0 family. The PPC came out in early '94. Apple worked pretty hard to get a proper emulator going so that the PPC Macs could run 68k code, and they ported some of the OS to PPC native code, but here in 1998 the latest OS still has large chunks of 68k code running under emulation.

The port of System 7.x in '94 when the PPC came out wasn't bad, but they should have kept working on porting more of the OS. Instead, Apple dropped all MacOS work to concentrate on Copland, and the stability of the OS on PPC really suffered.
