It's just when their bond holdings mature so it can be anytime though they tend to cluster around the 15th and 30th usually. If they keep missing their targets because they don't have enough maturing, there is speculation but not verified by the Fed that they could start doing open market sales though they would take big losses most likely since rates were low when they bought them and are higher now. If they hold to maturity then they don't have to take a loss.
