It happens sometimes. John Manchin not too long ago was the decisive vote needed to stop the bill to ban filibuster.

The concern about the integrity of the vote is becoming very universal. I think Reps must make public appeals to Democrats to join them in trying to restore public faith in the election system. It needs to be done often, unapologetically - and loudly. And if they refuse - let their voters know who they’re electing.
